Android developers and anyone else considering developing an app on Android will be happy with this announcement. Starting next week, Android app developers will be able to charge users for in-app purchases, which allow users to purchase upgrades to their app (e.g., an enhanced photo effect lens on a photo app, extra credits in a game, etc.) Standard on iOS, in-app purchases has become a popular way to monetize apps, initially offered for free or at a lower price, and then upsell the user on features when right within the app (and arguably already addicted).

Android is allowing developers to upload their apps to the developers console to assign in-app products and prices, and will then be able to roll these out live to users next week.
