Keolis, the MBTA commuter rail operator, is require to submit a snow removal plan to the MBTA by Labor Day every year, according to the $2.6 billion operating contract awarded to the company in January 2014. The first revision of Keolis’s 2014-2015 snow removal plan was submitted in early October, 2014, more than a month after Labor Day.

Update 9:40 a.m.: MBTA spokesperson Joe Pesaturo tells BostInno in an email that Keolis was not fined or punished in any way for submitting the revised snow removal plan more than a month after Labor Day.

The reason, Pesaturo explains, is that “the first draft of the snow removal plan was submitted on time [September 1st 2014].” On September 18th, Pesaturo says, the MBTA sent comments to Keolis, which provided the revised snow removal plan (below) on October 10.

In response to BostInno’s request for a copy of the comments the T submitted to Keolis in regards to the draft version of the snow removal plan, Pesaturo explains:

The comments did not affect the material approach of the plan, but rather they covered issues such as requests for additional detail to ensure approaches are properly outlined to match Contract requirements, an updated Contact Lists to accurately reflect the current personnel, and clarification of certain information.

Readers will find a full copy of the commuter rail operator’s 76-page snow removal plan below. BostInno will continue to read through the document and follow up with the T and Keolis with appropriate questions as necessary. More information on the commuter rail operator contract, see MuckRock.com.
